Who owns the telephone junction box on my house? Can I repace it myself?

It belongs to the telephone company and they would have to replace it they are responsible for the wires to the box and you are responsible for the wires from the box to the house

Judging by the wire repair service, they own the box and service the lines to it for free. After the box, they charge you to check or repair the lines. This is unless you have a maintenance fee every month. I pay $4.50 per line.
I'm pretty sure the phone company maintains ownership of the main junction box on the side of the house. They don't charge you a fee for it when they install it, so it's their equipment they supply for your use as long as you're their customer.
The phone company owns it. If it needs to be replaced call the phone company and they should replace it without charge. The lines inside the home are yours, outside the home are theirs.
