Answers:
There are a lot of different things that can lead to poor cooling. Found an excellent troubleshooting list, but how helpful it is will depend on how handy you are.

Good luck! And eat all the ice cream quickly... you'll feel like you're doing something to help.

check the coils to see if they are clean. they are either on the back or on the bottom underneath the fridg. They look like black wire mesh. If the are full of dust vacuum them off and see if this helps if not then you fridg. is probably just wore out.
Something is blocking the channel to the bottom of your fridge.Remove everything in the top and look for something that blocks this passage. The fan should also be going.

Just thinking,if it is really humid in your area the condenser could be frosted over.Turn your fridge off for a couple of hours that will melt it.
Your clue is 'the freezer is working like the refrigerator should'. That means that, while cold is being made (only in the freezer, by the way), the cold isn't being circulated in the freezer, then the refrigerator. Check the inside back of the freezer section. If it is covered in frost, you have a defrost problem. These coils must be defrosted (probably more like de-iced), then it has to be determined if you have a bad defrost timer, heater, or defrost bi-metal. If the inside back section of the freezer is NOT covered in frost, reach inside the freezer and feel to see if there is any air movement. If not, replace the evaporator fan motor (the one inside the freezer section). If there IS air movement, pull the refrigerator out and check to see if there is hot air blowing out the back bottom of the refrigerator. If there isn't any air, remove the rear cover (possibly metal, probably cardboard) and determine if something has the condenser fan motor locked down. It could be a mouse, piece of paper or anything. If nothing is locking down the fan, replace it. If there IS air blowing out the back, and the air is warm or hot, have the system checked for low or no coolant. If there IS air blowing out the back, and the air is cool, the compressor is not cycling on. This is not good. You could have a bad start relay, but it's doubtful because that would still cause the compressor to be hot, thus causing at least warm air. Again, this is where the professional is called in.
