What do you do when you notice that your neighbors pipes, utilities cross right through your property?

Check your title to the property and make sure that there isn't some kind of easement or covenant that restricts your rights to sole use of the land. If it is yours free and clear you have the right to either get your neighbor to move the lines (I would ask politely if I were you before bringing in lawyers) or charge them a fee for the use of your land.
Depends on what the pipes are for. If its city water and gas lines someone has signed a right of way for them to cross your property. You lines probably cross some one Else's property too.
we just cut our neighbors lines, they were to low, so we just cut them down, city came out and rerouted them, Hey I called a number of times and finally told them I would do it.

Either you or the utility have made the mistake of laying the lines or you building your property.

This would be something on your title about allowing them to cross the property. You have no claim to them, Do not do anything foolish as expressed and "cut" any lines. You could end up in jail.
If these lines have been there a number of years they may be Grandfathered in by now I'm sure. In other words, when the original people had the property they allowed the lines through, maybe they were friends, now, it's been forgotten 'till now.
Unless these lines are a burden to you or the neighbor, you may have to just leave them alone. Do they really bother you or, is this something territorial?
Another item, in most States, you don't own or have control what's under the soil. The utility company has the right to use the soil.
