Is the outside unit running...is inside unit blowing the same amount of air as always(froze a-coil)...you havent give enough information to help you yet...did you check breaker for the outside unit, inside unit.

You probably don't have the right equipment to check everything, especially freon levels. I would check the filter first. A clogged filter would prevent adequate airflow back thru the coil. Also, nine years is gettin up there, but your furnace and AC should last longer than that.
You do not say whether your A/C unit has kept up in the past as this would determine whether you have a problem or not. Even after 9 years your A/C should provide adequate cooling if no other external influences have changed such as adding more rooms in the house or fitting new windows etc.
Best thing to do is to get in an experienced A/C technician to check it out.
And I would like to stress this point.get someone in who knows what they are doing, you do pay for what you get in this industry. There are a lot of cowboys who do this work in the hot season just to make a quick buck, steer away from them.
