I never use my AC, but have ceiling fans, an attic fan and window fans that keep my home at an environmentally friendly and comfortable 71-75 degrees, even during the heat of the day. It is also a budget friendly way to stay cool as the fans cost 1 1/2 cents per kilowatt hour to operate and the AC costs $1.60 per kilowatt hour.
Your two criteria are in conflict. Comfort is usually about 72-74, but the higher the more savings as energy loss is proportional to the SQUARE of the temperature difference between the inside and outside temps. Many green sources say use 78 degrees which I find downright uncomfortable even in shorts and tee shirt.

With the use of ceiling fans and box fans, 78 degrees is the best. Plus, it'll save you money! And when you leave your home for extended periods of time (2 hours or more), raise the thermostat to 80. No use cooling the house while you're away!
