Neither call a professional
Bee's are NOT to be messed with.
Better yet, leave them alone. Bee populations are down nearly 80% across the country, and are essential for pollination of flowers and our food crops.. Why do you automatically have to kill them? Bees are generally well behaved, and don't bother people unless people bother them. Most likely the bees are swarming, looking for a new place to make their hive, and stopping to rest. Also, if they are on your neigbor's property, how do you think you have the right to spray their house with water, much less poison!
wait untill morning ,when its cool,if theres a heavy dew, bees most likely cant fly
if it's on the neighbors house you should probably leave it alone
i think maybe you should tell the people that live there..
Can't tell from your question what state you are located in, but do NOT by any measure try to get rid of the bees yourself! I don't know if you're familiar with Africanized bees, but if the bees are that type they could attack you! They are extremely aggressive. Call a professional exterminator immediately, or at the very least, call your county health department.
