Is theres no hot water for the wisher, does it mean theres something wrong with cylinder heater thingy?

Question:i saw this apartment today. landlord showed me around . the laundry is shared by all units. landlord said theres no hot water for the wisher so the cylinder heater thingy (dunno the word for it) is not working well? also she said she won't fix the A/C if it's broken. is she allowed to do that? And the stove is operated on electricity not gas. Would that increase my electricity bill? after all i do cook alot

Answers:
The "cylinder heater thingy" is a water heater. Yes, it sounds to me like it is broken.

Both the water heater and the A/C should be maintained in working order. In most jurisdictions, the failure to do so is a health violation.

If the stove is electric, your electric bill will be MUCH higher than if it were gas, especially if you cook a lot.

I suggest you find a different apartment.

It could be one of several situations here, just two of which are,
Does the rent on the apartment INCLUDE? your PG&E bill each month? Or is it an older apartment complex that may have physical situations/limitations? ( with the wiring, fuses etc of the main power supplies to the apartments ) limiting the full use of the electrical system? Depending on the answers to those helps answer your questions.
If you have the option of "looking" further for housing, I would suggest you find something that may be more suited to your needs if those situations as stated, "dont work" for you and are un-acceptable to you.
The hot water heater, is probably shut off to the laundry area so as to either protect their electrical system from over load, or if its coin operated to cut down their over-all operational costs. Its cheaper to wash clothes in cold water.
Since it was disclosed to you, that they will NOT service or fix the a/c for the apartment, before you rented from them, yes its legal. A/C units are also costly to run electricly speaking and use alot of electricity especially during peak load times.
Because the stove is electric, it would show on your electrical bill everytime you turn on your oven, just like turning on the lights etc.
