Cabinet grade plywood is unblemished plywood that can be stained. Non-appearance grade plywood is plywood that can be veneered or placed where it won't show. There is also an intermediate plywood that has blemishes cut out and replaced with patches, called Dutchmen. This kind of plywood cannot be stained or varnished since the patches will show through the stain but they are suitable for painting since the paint will hide the patches.
Plywood is graded using a letter system of A, B, C and D with A being the best, the unblemished finish. B indicates patches or Dutchmen, C indicates unrepaired knotholes, etc. and D is pretty rugged and most often used for roofing or siding that will be covered.
The most common type of plywood carried in home improvements stores is one graded as B-C. One side is suitable for painting and the other sides shows unfixed knots.
The cabinet grade is exactly what it says, plywood that looks good enough to make cabinets from. Any other plywood will be cheaper but look much less presentable. It just depends on what you are using the plywood for and how important the finished product's appearance is to you.
