In hot places why are there wires across the roads between the second floors of buildings?
Question:It's not telephone, tv, or power. It's just a wire that goes across. I see this in Spain. It's clearly not for clothing. It's just wires in random places.

Actually it's for providing a nice cool shade in the street bellow, most of those wires have a sort of blinds attached that when it gets hotter during the Summer, they are unfolded.
You can see this mainly in southern Spain, Andalucia and Extremadura regions, where the temperatures in the Summer can easily reach 40+ celsius...
These are put in place sometimes for the use of stringing decorations, also I have seen a series of these done for the old timers when they used to "highwire walk". I have seen these even used for slideing or glideing Items accross.
