wasp can make nests where ever they see fit, but I doubt they would do it in an air conditioner that is running, maybe under it, or somen, but if you want to kill the nests that you find, you can spray them with W D 40 and it will kill them.

They may not be wasps, they may be bees and are protected, they look similar to wasps, leaf cutting bees for example carry leaves (cut down small) and build nests most anywhere, the local council can usually help out, but be prepared to be told that you cant move the nest untill they have all moved on.
