It will kill the Japanese beetles if you bury them in a plastic bag.
By the way. There's some question about the benefit of Japanese beetle capture bags in that many say they just draw beetles to the area you place them. It might be better to place the bags away from whatever is threatened by them. I stopped using the dern things myself after some experience. I've also tried some of the 'earth friendly' remedies like hot pepper and vinegar used to spray the beetles. It didn't work and now I'm using a clay like substance that is like a powder that you mix with water and spray over the fruit tree or grape vine. It doesn't work either.
The best solution that I'm getting ready to use is malathion or sevin or something you can get from a box store or garden center that will kill those Japanese beetles.
