good luck with that...bamboo shoots up all over the place
iy's been my experience with bamboo that there is nothing that can stop it except pulling it...it grows under barriers and i guess you could try roundup on your side but be prepared for it to kill some of your neighbors bamboo if you are not careful...i'm not sure if it works on bamboo or not...try calling your county extension office and speak with a horticulturist...they should know it all...we had a problem with wasps around a pool when my kids were small...i called the county horiculturist to find out what a wasps predator was...he said that the wasps are the predator...he didn' think they had any...have you seen a wasp chase a hummingbird?
You would have to chop down the whole thing and dig up the roots but since it belongs to your neighbours, that would be difficult. Even if you trim what overhangs at you, the roots would still spread over at you. You could try going to a local 'farm and garden' shop and ask for some advice. You could also try putting down some weedkiller like gramoxone.
On the other hand, you could talk to your neighbours and tell them that the bamboo is affecting you and ask them if they could cut it down. There is no guarantee that they will do it.
Well the answer is with great diffulculty. Bamboo is an absolute pest. It can run underground for miles. Best way to deter new shoots. Cut tops off new shoots and fill with Amatrole or Roundup. It will keep it at bay.
