How do we keep our locality clean?

In Wisconsin we have a program that's called Adopt a Highway. Organizations such as Boy Scouts, Girl Scouts, 4-H Groups and the ecology classes at the high school adopt a stretch of road and once a month pick up all the trash that people throw out of their cars. In a city you could do adopt a street. There are signs along the highways saying Adopt a Highway and the name of the group that takes care of it. It reminds the motorist to not litter. Along with the picking up the young adults learn the importance of keeping their environment clean. It is a program that was started and then proposed through the state government who gladly adopted it statewide and provides the signs for the road. Maybe write your legislators and see if you can get a program going in your area, approach local groups and see if they are willing to take up the cause. It makes a big difference here and it seems to prevent people from throwing trash out of the car when they see young adults cleaning up after all those litterers.
