Pressure washing and Mean Green.
Vinegar works on mildew or you could rent a power washer. Bleach also works but it will attack the concrete.
I've used "Bam".. in other countries they call it "Boom". I used it on my concrete steps before. It does an amazing job. Made it look brand new.
I have used muriatic acid to clean several types of hard surfaces. You can spray some on then use an acid brush or something to scrub it, and then use a strong jet (pressure washer) to clean it off. Do as many times as necessary. Muriatic acid (HCl) can be diluted if you think it is too strong. Can be bought at Lowe's and Home Depot.
