Shouls I trim my Rose tree back?


Question:I have a 2 year old rose tree.It is green as anything on one side and on the other it is almost dead.Branches are brown and nothing is blooming.On the good green side, its blooming all the time.Should I trim back the dead branches?I have been treating it with insect dust and even before this, it was a problem?I also have 2 other trees I purchased a year ago and cant get any blooms off of them.They have green leaves but no buds?
