i have heard that soapy water is deadly to insects and bugs get a bottle of dish wash soap like ivory or dawn and mix in water and pour over your tomato plants if no results go to your nearest nursery.
I am a believer in organic gardening, so I have little information about pesticides.
However, I know about 'companion planting'.
For tomatoes, if they are planted along with Basil, the Basil is a natural deterrent for a lot of bugs that would otherwise plague tomatoes.
Basil is also a tasty herb to add to your cooking, so you can kill 'two bugs with one herb' :)
If you already have mature tomato plants and have not planted Basil along with them, consider making an infusion of dried Basil: Add ca. 1 oz of dried Basil to 1 Quart of very warm water. Let steep. Strain through a small sieve or cheese cloth.
Put fluid into a clean spray bottle. Spray tomato plants.

3. water

mix and pour in spray bottle to lightly spray the plant right after watering.
