Simple. Done it myself a few times.
Purchase some 100% pure grain ethanol alcohol. If you can't find this, try and find 100% pure isopropanol (or isopropryl) alcohol, or acetone... note, the laste of these 2 chemicals (actually, they're the same, but whatever) are very toxic, and much MUCH care should be given to prevent their ingestion! Additives used in their preservation can linger in the tincture solution, and concentrated leaves, so get ones that are 100% pure alcohol or acetone! I take NO responsibility for any damage you do to yourself by using alcohols other than ethanol!
Now, you need to concentrate the doseage accordingly. If you want a single 5x dose, you'll need 5 salvia leaves of the same size. Add about 100ml of ethanol alcohol to a clean, sterilized capped jar. Put 4 of the 5 leaves into it (chopping them into strips help accelerate this process). You'll need about 10ml of alcohol for every gram of leaf. Make sure the last fifth leave is still attached to the plant, or dried as fast as possible... You want it to stay as fresh as it can during the entire time, until it's introduction to the tincture.
Leave the mixture (capped, airtight) for 2 hours, stir it whenever you can, shaking works too. Leave it in a DARK place to sit. The fridge is preferred.
The longer the mixture sits (no longer than 3 hours) the more plant material will be extracted... This plant material isn't the chemical that you want. Therefore, a short sit time will extract PURE salvinorin A, but it will leave anywhere from 30-50% in the leaf. A longer time will extract other chemicals (leading to a bitter tincture if you consume the tincture it's-self, note: this is only for use with Ethanol!) from the leaf, but will also take much more of the psychoactive chemical out too.
After the 1-3 hours, open the jar and stir it again, You can place the glass jar (uncapped) in a bath of boiling water (DO NOT LET WATER CONTAMINATE THE MIXTURE, caps lol) and stir it vigorously. Do this until the alcohol evaporates.
When you get rid of around 90% of the wet mass of the mixture (a thick syrup should be formed, containing much of the leaf solids from the original 4 leaves) introduce the last leaf into the mixture. Stir it, and let the mixture invade the fresh leaf.
Leave the jar uncapped and in the oven (propped open, set to about 150f, no higher) until the remander of the alcohol solution evaporates, and the solids are deposited on the leaf.
That leaf is now concentrated to 5x the regular dosage of Salvinorin A.
If you chose to use NON-Ethanol alcohol... Cap the jar, and leave it someplace dark. Every morning, open the jar and sniff the contents... If you detect even the SLIGHTEST bit of alcohol odor, re-cap it. and leave it for another night.
Higher concentrations can be made (use your imagination... 1 starting leaf and 10 leaves in the mixture makes a 10x concentration. For every 10 leaves in the mix, add another 50ml of alcohol).
To make lots of concentrate... Have 3 starter leaves and use x amount of mixture leaves (15 leaves in the mixture, with 3 fresh leaves makes about 3 5x doses).
Follow this, and you'll be fine.
Once again, make sure you evaporate all alcohol (non-ethanol... Ethanol is perfectly fine for consumption, it's what gets you drunk) and you'll be fine.
