That is a situation that requires an agent and the current housing laws. Consult a real estate agent , real estate lawyer,and the current legislation regarding buyer and seller situations.
no,you have no right to pick the buyer,you can say something but not publicly and will have no effect to the transaction process;By law once your neighbor put his house in the market he even can't pick(reject one and pick one) the buyer if they are quantified.Who come first who be service first..

i wish it was possible, but alas i don't think it is. not even within a block of flats. i'm fed up of people buying 'investment properties' then just putting in the first tenants that come along - we are the ones who have to live with them!
