I don't know about the heat thing, but I had this problem once and tried everything. Finally, I got some cooking oil, and poured it all around the rim of the bottom glass, where the other glass was stuck. I gave the glasses a slight twist, and they easily separated.

Heat expands;; Cold contracts. Put cold water (not ice) inside the top glass, and the one it is stuck in into warm (not hot) water. The top one should come loose in a few mintues.
The safest way is to place the glasses under tepid (medium warm) soapy water. Sponge the glasses gently with the bubbles, which will seep in between the glasses that are stuck together. Once the surface tension friction is overcome by the soap, the glasses will simply separate.
