The leasing agent promises that everything will be great by the end of the month -when I want to move. However, should I ask him to put it in writing and maybe ask that the deposit be paid only like a 20% and the rest at move in?

Get it in writing directly on the lease that you will be signing. If it isn't done when it should be, you'll have legal recourse to either force them to do it or lower the rent.
