My Broad beans and runner beans are flowering but not forming pods. What is the problem?

I dont think you have a problem. first the broad beans,the flower hides the tiny bean untill the flower drops off then you will see the tiny bean clearly.
the runner bean. if the flowers are dropping of prematurely this is usualy caused by cold weather.if the beans set then when the flower falls again you will see the tiny bean.

The problem is that the flowers have to die off first.
Broad beans are usually planted in Oct./November time for early crop. As for the runner beans, it is too early. Wait until the end of July or so depending on when they were planted.
The answer might be that they are sterile because they are not being fertilised (cold weather means fewer bees and other insects essential for fertilisation). Try misting the flowers with a fine spray, this should help them to set and form pods. And pray for some fine warm weather
