Can I use "Quikrete Sand/Topping" mix as a bonder for paving stones?

Question:I did my whole drive way in paving stones (got them free) and it turned out to be a big and expensive project. It took 11 pallets and not I have to do the bonding but have to pay for the sand. I spent over $100 on 5 bags and it did almost nothing. If i fill with a base sand almost to the top can I use the Quikrete Sand Topping mix as a bonder? 4 bucks a bag is a lot better then 24 but I want it right.

Yes, that is what I used on mine and it works just fine. Didn't have any problems with it, and that was 5 years ago.
