you are required to be licensed and be inspected so your state licensing inspector would let you know.
Definitely not! The building inspector would demand one be put in and the building up to code before one child sets foot on the premise. (Talking law suit here if you don't know)
Ask that question to the county inspectors. Day Care Centers must be licensed to be legal.
