It's a hand vice for holding odd shaped items. the holes on the front are for putting in pins that correspond to the shape you need, it is use by modelers and craft work, and can be used for various trades such as soldering etc.

Dang it, I was going to say it was a press for making pasta, but I think that John L is right.
