Culvert pipe?

Question:I am extending the culvert pipe in the ditch in front of my house. The pipe is 12" x 17 ft. Do i need to put gravel around the pipe then put dirt on top. If so Do I just put the gravel on the sides of the pipe or cover it? Thanks
