Sevin is a good insecticide for vegetables. If you're a little leary about using poisons on your food you can use insecticidal oil. It usually comes in a concentrate and you mix it although some companies make it ready-to-use. Neem oil is just as good or better but costs more. It can be used up to day of harvest and all you do is wash it off when you pick it--which most people do anyway. I prefer the neem oil because it can help protect from diseases also.

if they are tiny black flies, use a very weak soluction of water and washing up liquid and spray them, it should kill the bugs but the plants should be ok
Seven Dust, be careful how ou apply, I use an old stocking so I can shake it above the plants and it will fall gently on the plants.
We have this problem on our chili plants too. I usually spray it with soapy water or sevens dust. Spraying with vinager can help Ive heard but havent tried it (will try it this yr)
