Why not discus the problem with your neighbor instead of trying to file a complaint.
They may be unaware of the issue and be prepared to do something to help like moving the filter pump (if its remote) or create an acoustic barrier.
If they don't want to discus it or do anything then let the local authority fight it for you.
Have someone ( like the city ) do it for you . If the noise level is too loud , check with your city's ordinances and file a complaint.
You can go to Radio Shack, or any electronic store, and they have a decibel meter you could purchase, it will tell you how loud things are.
