Will it be okay if I have drums in an apartment as long as I soundproof it all?
Question:If I soundproof it properly will any of the other apartments hear it?

Don't count on it -- this is especially true if you are above someone. I play guitar and did the same many many times. You're better off to get a rehearsal hall rather than getting evicted.
I wish I could, but I think you would still be able to hear it. And I wouldn't want to pay the money for a drum set just to find out a neighbor can hear, and calls the landlord
If you soundproof all walls and windows in the room in which you are playing, you might be ok but it doesn't always work as some apartments are insulated better than others (you may want to test and speak to your next-door neighbors.) Electric drums are a great solution.
Keep in mind-
If you are in a downstairs apartment, you must also soundproof the roof.
If you are in an upstairs apartment, you may have a problem - even though you can soundproof the floor, your drumming will cause vibrations in the ceiling of your downstairs neighbor. I had this problem and could not find a solution for it and could not play in my apartment when my neighbor was home, which is very inconvenient. Keep this in mind if you are still looking for an apartment - it is a very good idea to stick with a downstairs one if you are going to be playing drums there.
Yes, they'll hear, soundproofing isn't perfect.
Also, get permission from your landlord about fastening the soundproofing to the walls, you could ruin them and things could get ugly.
