It could really be a number of things. Likely a Tree Wasp nest, often found high in oak trees. I don't know what kind of tree you are talking about.
Check out http://www.whatsthatbug.com/ and you should find a photo of your "web". Its the best website I have found for entomological identification. You can even send them a photo and they'll have it identified for you, if you can't find an existing case on the site, which, in my experience, is unusual.
I'm no expert but I heard that funnelweb spiders make webs like that.

Sounds like a bee or wasp or possibly hornet nest (depending where you live). You will need to call pest control to get rid of this as can be very dangerous.
Its an Fallonhoof, actually a very large spider, looking like a tree, ready to eat whatever comes close to it.
