Fire exits from bungalows?


Question:could anyone tell me, regarding a disabled wheelchair bound person living in a bungalow, has there got to be two exits available in case of fire. I know such a person and his bungalow has a front door, and patio doors at the rear. the trouble is there is a slight drop from the rear patio door to the ground and he cant get out that way in a wheelchair.
it's a council bungalow and I was wondering could the council be liable to put in a ramp in this case.

a false wall, where if the person in the wheelchair hits it, a false back comes out with a ramp behind it for a speedy escape (just leave ramp away from flamable objects and keep false wall insulated to keep out the draft!
