How much will it cost to make a small(maybe 144 sqft)room with bath in my back yard? I live near los angeles?

Question:I live south of los angeles(Torrance). Do you recommend me getting approval from the city or should I just do it without it?
How long will entire process take? how much will it cost me for the entire process including the architect fee? do i need to hire architect?
