Answers:
For Central Air Conditioning turn the Air Up means turn up the thermostat usually said when the air conditioning is making the temperature too cool. Turn the Air down means turn the thermostat down so that the air conditioning will cool the air. Obviously when it's becoming too warm and you want to 'turn down' the temperature. We live in Arizona and these are terms that are used pretty much universally in the commercial and residential use of Central Air Conditioning.

For example... If the AC was say on 68, that means it will come on anytime the temperature in the air is above 68. If you found this too cold and someone said turn the air up. You would increase the temperature on the thermostat to say 72, the AC would then not come on until the temperature in the room was over 72.

Turn the Heat up means raise the thermostat thereby making the temperature warmer, turn the heat down means lower the temperature on the thermostat thereby the heat will not come on unless it reaches that lower temperature.

For Example, say the temperature was too cold. You would then say turn the heat up, meaning raise the temperature on the thermostat so that the heat will come on. Say if the temp was 60 and you found it too cold, you would turn the thermostat up to say 68 the heating system would then come on and not turn off until the indoor temperature was 68, it would then not come on again unless the temperature dropped below that setting.

Turn the air up - Make it cooler

Turn The air down - Make is "less" cool, but don't make it hot either.
It depends on where you are, Normally it means turn up (Increase) the out put of the AC, but if you're in some place where you use canned air it would have a different meaning.
