Is there something wrong here?
Question:i think there is something wrong with my apartment... ill try to make this short. cat has a unknown allergy=flaky skin, cat has allergy=itchy ears, people have allergies sneezing, red dry itchy eyes, runny nose, carpet makes people cough if you lay on it, indoor plant was found with a white powder looking something on soil and white fuzzy what i believe to be fungus something. what is your diagnosis? what do i do? tell the manager? what will she do? help!!

You have not really provided enough information about your apartment to come to a good conclusion. What floor is your apartment on? How old is the building?
I would notify the apartment manager immediately and request that the apartment be tested for mold and allergens.
If the manager is not willing to do this, you can buy a kit yourself ($10) and send it in. Once you have received the results, you will know better what you are dealing with.

If it does turn out to be something that is hazardous to your health, show a copy of the report to your apartment manager. At the least the carpet and pad should be removed and the floors and walls should be scrubbed with fungicide prior to new carpet being installed.
If your apartment manager does nothing, notify the building owner. Talk to your neighbors and see if they are experiencing similar problems. There is strength in numbers and you can pool your resources to have a lawyer write a letter threatening legal action. Report them to the health department and the housing authority.
If you can find some other place to stay temporarily, you really should.
Sounds like you may have a mold or fungus in the place tell your manager if the will not do something then call housing authority and tell them what is happening .
MOVE. you may have lead in the paint on the walls or they may have mold inside of them, which can potentially be very dangerous!!Tell the manager if they dont do anything, the best thing you can do is move.
