Can strawberries be planted in the tropics in low areas?

Question:I'm wondering because I have heard that strawberries should be planted whre it is cold/cool. In tropical countires like the Philippines, strawberries are typically found in high areas such as mountains and plateaus. But I'm wondering if strawberries can be grown in low-lying plains that are more or less at sea level. I'm interested in growing strawberries and I had a difficulty in searching the internet for resources.

I live near one of the biggest strawberry producing areas in the USA, Plant City, Florida. We are pretty close to sea level and the land here is flat so I would say that they should do OK in the Phillipines. I'm not sure when they should be planted but I do know that the annual Strawberry Festival runs from the last few days of February thru the first week in March so I'd assume thats when they are harvested.
