An electric heater will warm a house
how about a nice vase or a big bunch of flowers.
A painting, household appliances, decorative stuff.
a heater
A plant, hopefully they have a garden, or indoor one if not.
Ikea vouchers, paint, money etc

Don't get stuff like furniture/fixtures and fittings etc as they may not match the persons taste, so could be a waste!
An easy Plant.
Every house needs plants. That way it isn't the wrong color, the wrong style. etc.
How about a newspaper subscription for one month?
A microwave, because when you first move in, you don't normally have the time to cook big meals, or have the ingredients available to you. A microwave will allow them to have meals quickly, and can be used for re-warming food in the future as well.
A nice wall clock
how about a dinner set ? most of us havent got a full set anyway.

something practical maybe a clock or a nice big lamp
good bottle of wine
a big fruit and muffin basket

pizza coupons

cleaning supplies

maybe some paper items like napkins, plastic flatware, paper plates, you know, in case they can't locate their dishes right away!! or, so they don't have to worry about cleaning dishes for the first few days!

a nice bottle of wine!! maybe a 12 pack of some good beer!!

a first aid kit, flashlight, fire extinguisher, smoke alarm goodie bag!

refridgerator magnets!! those are always fun!

or,the old stand-by--a nice house plant!! or, maybe seeds and a watering can, or garden hose!

a gift card to Leowes or the Home depot!
My friend got me a book with loads of advice in it such as how to wire a plug, decorating tips, tiling. It was called 'The House Book' or something like that. I was so exciting about moving in that this was great as it showed me how to make my property better.
An electric heater? That should warm things up a bit.
Depends on how much you want to spend. If you're spending a lot then a nice gas grill is great. Something cheaper might be nice welcome mats for the doors. Or perhaps a subscription to one of the home & garden magazines to give them tips on decorating.
