Reduce their Sunlight to early mornings and late afternoons
Malnutrition or just plain genetics. For the later reason I suggest reading up on Gregor Mendel's work on pea-plants.
Make sure that you pick a few leaves here and there often. It will encourage new growth and more growth. I've found that the more I use herbal plants and pick from them.the larger they grow.
