The best thing to use is called Stripeaze. You can get it at like Sherwin Williams. Read the instructions and keep the place well ventilated and then with your scraper it will come off.
So long as it is not lead based paint, get yourself a cheap heat gun from the hardware store, they are about $30 NZ and be careful using it, when the paint starts to bubble up, scrape it off. Heat guns can burn walls and break glass if used incorrectly so be careful and perhaps ask the hardware store owner to give you a demonstration on how to use it if you have not seen one used before. Good Luck.
If it's old it's probably lead paint. Leave it on. The dust and flakes you make trying to remove it are highly toxic. Spackle the low spots and cracks, seal it with a good primer, and paint over.
