Get a fence around the broccolis...
a pellet gun should do the trick
try wire netting (chicken wire) around the area or find some cat "manure" and put it around the area...I know it sounds gross but it works!
if you don't want to fence it, try an ultrasonic transmitter that deters rodents and other pesky critters. that will definitely let your broccoli reach harvest day unscathed.
Mothballs around the perimeter of the garden is said does the trick.
Also you can purchase "Big Cat" dung from garden supplies.
