I find one of them good ol' fashioned ground flatteners very very effective in acheiving this task but i guess you're going to need a grandad or dad who's been gardening for years to get hold of one of them. You could try ebay lol. Or give the council a ring and get them to drive one of their tarmaccers down to your garden. But on a more serious note if you don't want to spend too much money. Get a decent pair of boots and have a walk round the gardens moving bits of soil around with your feet, getting it just right. Depends on how you exactly want it.

hire a rotivator, rotivate, roller, rake. hard work, but the more time spent on the preparations the better the end result

depends on access to your garden, you should take it down to the hard core, if you can use a mini-digger (1.5t) and grading bucket, this will save you loads of time and you can load your waste as you dig
Needs to be sloping away from the house,to stop rainwater ingress into your brick work,dig out,lay sand and using planks of wood level with spirit level .

But the way to check it is level is best achieved with a long length of rough wood and a length of clear plastic tubing and some water.
The water level will be the same at each end of the pipe.

I've seen old railway sleepers in some ones garden,once bedded they filled the incline with rubble,about a ton of hard core on top, then sand,they used a type of heavy duty brick to finish,gates and fencing around the top ,looks good even now,I pass by most days
I'm thinking you will need a line level to put on a string and check the level of each side of your patio then either dig,till or however you can remove the dirt till the land is level but you will need a cheap line level <less than 5 bucks> After getting your land level then your ready to fill it with whatever your going to use, such as concrete, pavers, ect... if your using pavers its best to put down a layer of fine white sand under the pavers then after laying your pavers fill in the cracks and I mean all of them with remaining sand.
