We have a new garden in our yard, but birds have been attacking us. What to do, short of moving their nests?

Try a bird feeder away from the garden area to lure them to another spot.
Wear helmets.

They are protecting their nest, let them raise their babies until they are independent. Then you may have to remove the nests to prevent them from raising another brood. That's when the fake snakes may come in handy. They will eventually find a new nesting place.
Don't try to move the nests. Birds aren't smart enough to find them and the chicks will die.
The birds won't be as territorial after the chicks leave the nest. Be patient and you'l be able to get into your garden unmolested very soon.
