I have vertical blinds (they let light in through the slits) and the apartment manmagement will not let me replace or take them out.

Home Depot, Target...sell black out curtains. They are wonderful!! They aren't too pricey (maybe 30.00/panel) but they are worth it. They completely eliminate all light into my bedroom and keep it cool and dark even on the hottest of days.

Put up black sheets over them. Keeping the light out will automatically cool the apartment down.
If you can't replace the blinds, then the only option is to buy thick, dark curtains. Burgundy or black may work best. If you can ever get the mgr. to allow you to change the blinds, get some shades.
Go redneck methlab and use tinfoil.
You have glass in the windows. Paste black sheets or even newspaper. This will block out light and heat radiation.It is the radiation you have to remove.
You can also cover the blinds with cloth. Spray water on the floor. It will evaporate and cool the apartment. Even wet cloth will cool the room.Have exhaust fans which will throw out air which will also cool the room because hot air will be ousted and cool air can enter the room.
