Question:I have a pattern that tells me to cut fabric 4.5"x6.5" is this telling me to cut it 4 1/2 inches by 6 1/2 inches

I would think that is what it means. I know I would cut it 4 1/2 x 6 1/2. Try calling a fabirc store to make sure. Good luck!
