Would you buy a home with asbestos in the decorative ceiling spackling? (ie the "popcorn" ceiling)?

Hell no. It is very expensive to dispose of asbestos. The proper people have to be called in to handle it. I know from experience from my grandparents house. Wat a lot of money it cost to get rid of it. Even the smallest bit has to be disposed of correctly.
I've personally walked away from homes with that crap on the ceilings. It was a really popular and cheap way to do ceilings in the 70's but a pain in the rear to get off of the drywall here in the year 2007.If you're seriously interested in the house you could hire a contractor to give you an estimate on scraping it down and replastering it with another material. Asbestos isn't too great for your health so think carefully about it before doing anything permanent like signing papers.
If you like the home as it is, buy it. Asbestos is harmless when trapped in the finish of walls and ceilings. It is only harmful when broken up and small dust is inhaled. If you don't like the look of the spackling, figure the cost of removal into what the home is worth to you.

if you are seriously interested in that home call three contractors to get estimates on removing it. use the middle estimate to have the seller remove it or have them reduce it from the purchase price. even if it is not chipping or cracking now it will sooner or later and will become a serious health concern.
without a doubt... make sure that the space is discounted.. you don't have to remove it either.. you can just cover it with more drywall if you like.. have a licensed abatement contractor do the work... just remember its there if the area gets damaged

The asbestos is fine where it is don't f---- with it and all is fine if you start to mess with the s---- this is when the problems begin use it as leverage to decrease the purchase price if you can.You just might die from oncoming traffic,smoking cigarettes unprotected sex stray gunfire before you collapse from the asbestos that you have decided not to touch.
As others have said, factor in the costs of its removal. Not just of finding someone qualified to safely remove it but to dispose of it properly. Having seen a hidden camera programme with someone talking out of their backside to a customer about how to remove it, I'd probably steer clear unless there was a very good reason for wanting the house.
