It's the landlord's responsibility, since he (or she) owns the property.
I think it would be the responsibility of the property owner unless he/she could prove that you were causing them by keeping the place filthy.
it's really yours. since the landlord is only responsible for the building and appliances, like heating cookers etc. the general cleaning and hygine of the house is your responsibility. anyway would you want to wait for our landlord to do somethink about the problem? i wouldnt, i would just do somethink myself!!

First of all, understand that the bugs build an immunity to the various poisons that we use. You need something that kills, but does not give the bugs a chance to build an immunity to it. From Mother Earth News I found a simple remedy. You need a bottle of sweet wine, a dish about 3 ot 4 inches wide at the bottom with steep sides. Put about half an inch of wine in the dish and set it where kids and pets can't get to it, but the bugs can. They will come, drink, get drunk, fall in and drown. There is no way a drowned bug is going to get back to the nest to help build an immunity to this kind of death.

i would take a guess that it is the landlords responsibility, check your tenancy and also ring the citizens advice
Would think it is the landlords but best to read your rental agreement or speak to the letting agent. Whatever happens don't tread on them as their eggs stick to the soles of your shoes and then you get even more cockroaches as they self-perpetuate (or whatever the expression is that means the eggs don't need to be fertilised).
