I need a metal halide or an hps ballast for some flower seeds i started anyone know where to get either cheap?

Question:i have a fluorescent light on them right now.. and they dont' seem to want to come out the soil... i think it's either not hot enough or not bright enough so i want to find a metal halide or high pressure sodium light with the ballast. everywhere i look online is way too expensive and when i go somewhere to look... i can't find any... could someone recommend a place or a website where i can buy one for less than $60... new or used i don't care...

find any local building in your area being demo ask contractor if you can have any fixtures before they demo the building.
