Why do spray paints sometimes wrinkle on the second coat?
Question:I've noticed that spray paints do this, regardless of the base of the paint, primer, ect.

Can be two reasons I can thing of. One is that you sprayed too soon after the first coat or the two coats are chemically incompatible.
Stevetower is right. I would also add the if you spray too close, there will be too much solvent present and will wrinkle up on you. Or if someone tried to clean the nozzle or use a different spray nozzle with too big an opening will deliver too much.
I have had excellent success with Dupli-Color spray paint. I get it at Advance Auto Parts or Pep Boys, though I am sure it is carried other places. They come in enough color choices I use it for everything - I don't get any other brand.
It's about a $1 a can more than other brands I would choose, but it is worth the difference to me.
I use the $1.00 stuff and have never had a problem. Are you putting it on too thick? 3 light coats are much better than 2 heavy ones.
