My Mother is buying a new build she has been told that she needs a deed of evesment/covenant, what is this?

Sounds like she needs a utility easement, If she purchased a property from a Realtor or she has used an Attorney she should have them do it for her. She should have it done before she moves in. It really isn't a big problem to have this done, just another formality to take care of. The easement deed will be drawn up and then recorded at your land records office for a small fee.
