Electric may cost less , but that will depend on how much your gas costs (and if you are talking natural gas or propane)

I would seriously advise you to look into solar.
Thermal solar is especially efficient where relatively low temperatures are required.
It's not very good at heating a small amount of water to very high temperature. But it is really good at raising the temperature of large volumes (of water) just a few degrees.
Do an internet search on solar and pool heating. There are many products available.
Once you paid the initial costs, you'll love your pool being warmed up for free.
A black poolfloor or side (the side that gets the most sunlight) will also absorb warmth from the sun, at the cost of a bottle of paint, or even a black plastic sheet that you sink to the bottom.
Free warmth! You can combine that black side or floor with any external heating system (solar, electrical or gas). It is in fact a large, cheap solar collector, sitting right there where the warmth is needed.
Make your pool greener! Paint it black :)
Electrical will be unbelievably expensive. You can look forward to a hand-written thank-you note from the boss of your electrical company because you doubled his christmass-bonus.
Whatever solution you decide on, get a pool cover. No point in pumping heat in your pool, only to loose it at night.
