it depends on what you mean by bugs ! do you mean fleas ? if you do then the best bet is to contact your council and they will charge about 25 pound but it will get rid of them very quickly if you contact one out the paper or yellow ads it will cost you a bomb babe hope this helps .
After hoovering try using a disinfectant with a carpet shampoo. You can hire the shampoo machine from most hire company and they probably sell the shampoo/disinfectant. Alternatively go to a vet or pet shop and ask them for some advice

Just what exactly are the bugs you are trying to get rid of?Water bugs,fleas , mites,lice..Your best bet ,if they are fleas or lice is to get rid of the carpet (asap) seal the underlayment and apply a pyrathin (spelling) solution.Sevin is not intended for indoor use and shouldn't be used by a homeowner (inside).
Get a bug bomb, they work and are so inexpensive! I use them in every room just before I move into a new place and that is how I know they work.
