Answers:
Don't worry about it, they are very slow to leaf out after the weather warms up. You won't have leaves until later in June, and blooms come in July. I went through this with my Rose Of Sharon, too, in a similar area (Western upstate NY). Just be patient, it'll be fine.

The branches always seem a little weird, almost hollow in a sense. Rose of Sharon require little maintenance so if it is still alive you really only need to prune it to shape. I usually also pull off dead flowers to encourage new blooms. I sometimes collect the seeds and share them with friends.
We live in N. Mass and one of our Rose of Sharon's started flowering while the other shows nothing yet because it gets less sun. Be patient - we do nothing to ours and it always comes back every year. It just takes time and is particularly slow this year.
We live further south of you but we have found fertilizing with fish emulsion works wonders for them every spring. Follow the directions as you can over do it.
